Stairs from the cellar not visible on the ground floor

Hello, I'm quite new to this program, but I managed quite good to create a house with 2 floors and a cellar.
What I try to archive: I need every floor as it's own picture, because I am creating houses for my Pen and Paper adventure. So I want to create houses my party can explore and they should not see what's on the second floor (because of exploration purposes). And of course a 3D view from the outside and inside would be very cool.
My problem: When I create a stair case that leads from the cellar to the ground floor and than make the only the ground floor visible, the staircase just disappears. I understand why, because it "belongs" to the ground floor. But it would somewhat make things difficult when a staircase is just missing. And just adding the same stairs over the original on and making it completely flat would work in the 2d view, but would ruin the 3d model.
Does anybody has an idea how I could fix this problem? I know it is for a somewhat odd purpose, but it's just so fun designing these levels and this just blocks me a little bit.

Objects belonging to a lower level are visible at an upper level only if their top is higher than the elevation of the upper level. So why do you need to hide the cellar level? Are there other high objects that you need to hide?

I want to hide the cellar level, because I want to make huge houses as adventure maps. I don't know if you are familiar with pen and paper, but it's like a board game, where somebody tells a story they thought up and others play as characters in this story and and can move freely in this thought up world(sorry if I just explained something you already knew).
My plan is to create houses my players can explore, thus they should not see that there is a cellar. Only if they go into the room where the stairs are (the rooms are blacked out and I reveal them when they enter), than they can go down and I reveal them the cellar layout (I will have the layers printed out or a picture of them in an online tool).
The problem is, that when I hide the cellar level, the stairs to the lower level are missing, but if I make it visible the contours of the cellar are also displayed, eliminating the whole exploring part.
The thing is, I could just use the 2d layout and put a staircase on the cellar and the first floor, which would server the purpose. But I would also love to use the 3D feature of the program, to decorate the rooms or show the house from the outside or inside. And 2 stairs on top of each others (also when I flatten on of them completely) would ruin the visuals.
Sorry that I trouble you with this long text and my maybe false use of the program. But I wanted to know if there is be a solution for my problem.
