Layers are called Levels in Sweet Home 3D. You can order levels at the same elevation, and make them viewable or not. You can't lock levels but in the home plan logic, you can lock the base plan if needed (i.e. walls, rooms, dimensions, texts and furniture with their Part of base plan check box selected).
